There was only a 14 percent increase in the deployment of Filipino seamen over the past five years. However, there might have been an actual decrease in 2000 and 1999 in the deck and engine departments since statistics have included cruise ship staff in the country's overall deployment report.

Aldanese said some manning agencies that have joined the cruise deployment business are operating on a 50:50 employment ratio of between hotel and marine personnel while others are on a 70:30 ratio between hotel and marine personnel.

"We need to find ways to remain competitive against the emerging competition," says the PSPC's promotional brochure.

It seeks to find ways to attract ship owners who are looking for alternative from other Asian seafaring countries. Indian ratings, for instance, accept their wages in Singapore dollars.
