The STCW Convention of 1995 ruled that simulators should be used to enhance seafarers' competency. But for bridge teamwork, Abad emphasized that seamen would not learn the maritime techniques because the training is done only on the ship's bridge.
Besides, according to Abad, it is the ship captain who usually assessed the seamen's performance because "he is there."
"Is the ship's captain a qualified assessor to assess the seamen's skills?" Abad asked.
He said there are qualified assessors at the Board of Marine Engineers. But these persons, he said, assessed only through simulators without boarding a vessel. "So how do you simulate bridge teamwork?"
Abad also revealed that training through simulators are not within the regulation of the PRC. But he added that some unscrupulous persons are making money out of it. He vowed to conduct an investigation into the mess.
